Abstract
The study aims at conducting a comprehensive analysis on the effects of various variables relating to individuals on the evaluation of social welfare policies by the general public, rejecting the perspective considering that social and economic condition as material foundation of individuals is a critical factor. The data was obtained from the second panel survey on welfare policies conducted in 2007, and the responses of 1,675 participants on supplementary survey of welfare awareness were finally taken into consideration, in which the content related to assessment of social welfare policies is included. According to the analysis of survey, those who are higher in age, higher in the level of education, lower in family income, live in rural areas rather than urban areas, higher in life satisfaction, and make better use of public welfare services tend to value social welfare policies in a highly manner or positively. In addition, those who agree with the enlargement of public welfare, consider more seriously government responsibility for bridging the gap between the rich and poor, and insist on social equality appear to value social welfare policies negatively. The evaluation and assessment on the social welfare policies are pivotal in making such policies and determining its direction, and furthermore having impact on the quality of life for the general public, so that the comprehensive consideration of diverse factors in developing and implementing the policies such as family issues, life satisfaction, welfare recognition, and usage of public service as well as the factor of economic class relating to level of income is needed in order to raise the level of evaluation of social welfare policies for the public.
